9. USE PLAN:

The almost century long communication history of Camp Evans qualifies it to be considered as the best and most suitable location and focal point for preserving and interpreting New Jersey's rich communications, computers, electronics, radio, radar, satellite and telephony heritage.  The involvement of the site with communications technology began in July 1912 when Marconi Wireless Corporation of America engineers selected the site for the London to New York reception station in the first world-wide network of wireless stations.  The station was operated as a Marconi Wireless reception station from 1913 to 1925.  Its work in communication continued, with only an eleven-year interruption, until the last U. S. Army Signal Corps unit left in 1998.  Many persons of great engineering and scientific significance worked at the site.  Camp Evans-based personnel participated in attaining many, if not most, communications technology innovations and significant U.S. military communications applications, from 1914 to 1998.
    In 1995, the Township of Wall established the basis to ensure the preservation of Camp Evans’ historic district by including it in the Marconi Park Complex Reuse Plan.  Marconi Park will be the official designation of the former Camp Evans area when the property is totally conveyed by the U.S. Army.  The Marconi Park Complex Reuse Plan calls for the establishment of a learning center and the preservation of the historic character of the site (Plan in Appendix).
    Operation of an historic site is not an inherent or expected competency of a municipal government.  The Wall Township Committee has, therefore, elected to empower and cooperate with The Information Age Learning Center (InfoAge) in maintaining and managing the historic district.  Infoage is a volunteer-based, not-for-profit corporation, registered in the State of New Jersey.  Infoage was established for the express purposes of accomplishing the long-term preservation of Camp Evans and will conduct educational activities as a hands-on science-history center.  Over time, as revenue increase, professional management and selected staff will be employed to assured continued organizational stability.  Wall Township will lease Area C to Infoage upon conveyance from the U. S. Army.
 In 1998, the Township authorized Infoage to research, prepare and submit to the New Jersey State Historic Preservation Office (SHPO) an application to establish a historic district, and to request listing of the district on the National Register of Historic Places.   A nomination was submitted in July 1999 and reviewed by the New Jersey State Review Board for Historic Sites on December 1, 1999.  The District was listed on the New Jersey Register of Historic Places on March 20, 2000.  A nomination for listing the District in the National Register of Historic Places was approved by the state Review Board for Historic Sites and forwarded to the National Register office for review and consideration.
The use of the site as a science-history center for revenue activity is compatible with Camp Evans history.  The architectural character of the site and buildings exteriors can be easily adapted from the original science research use to a science education use.  Most of the building interiors can be easily adapted into exhibit rooms, classrooms and support space.  In many buildings removal of non-bearing walls will create classrooms/exhibit rooms from small laboratory rooms.  Examples of revenue activities are membership fees, regular exhibit entrance fees, special event fees, and gift store sales.  The admission fees, grants, and volunteer support will provide the funds needed to maintain this historic site far into the future. The character of the site will be maintained to preserve the look and atmosphere of a WWII research facility/Marconi Wireless station, using the guidelines outlined in the Secretary of the Interiors Standards for Historic Preservation.
In order to foster an inspiring environment, a number of program compatible not-for-profit organizations are working together with InfoAge as a consortium.  The members of the consortium are:

InfoAge will manage the preparation of the site, maintenance of site and manage the daily space use.  The goal of the InfoAge consortium is to enable these organizations to impact and serve a larger audience.  These organizations have excellent educational outreach programs that can only reach a limited audience due to lack of delivery space.  The consortia organizations will provide subject expertise, create special exhibits, and offer science-history classes and demonstrations.  Some examples are; NJSTA professional development courses for teachers, NJSTA "Super Science Saturday" for students, Fort Monmouth ICON events and displays of advanced electronics systems, NJARC antique radio displays and repair workshops, OMARC amateur radio license qualification classes, GSC modeling classes and displays and NJHDA electronics in underwater archeology displays.  The organizations will benefit by having an affordable center to serve a wider audience that in turn will enhance their activities and membership.    Infoage will enjoy the benefit of larger membership and more creative persons contributing their expertise to improve the center and keep its offering up to date.  Organizations that request dedicated office, meeting, display or archive space will pay an additional usage fee.
As much of the site and buildings will be available for public access as possible.  Only unsafe utility space will be permanently restricted to professional staff or contractor access.  Administration, preparation, and storage space will be restricted to staff and volunteer usage.  Areas unsafe for unattended group and student use will be restricted to supervised use.  Some space will have access limited to consortium member use as scheduled.
