b. ANALYSIS OF PROJECTED EXPENSES FOR:
        1. REPAIR, REHABILATION AND RESTORATION:

           BASIC INFRASTRUCTURE WORK

A. Major Work and associated cost by Phase*

The projected costs for each phase are derived by estimating each proposed activity in the Preservation and Architectural Plan, adding those estimates and uplifting by 25%.

Phase 1 - Emergency Work and stabilization.  $138,875 or $558,875 includes sewers.

Time frame: Start at transfer, duration six months.

Perform most essential activities to halt deterioration of Camp Evans historic fabric.    Sewer replacement ($420,000) if not completed by BRAC, utilities check out ($10,000), exterior painting and repair.  Examine all areas for safety hazards.  Eliminate, improve any safety hazards or isolate for later appropriate solution.

Phase II: Establish Center.

Time frame: one year. $258,000

Rehabilitate buildings in best condition to provide space for fund raising and fund generating activities as soon as possible.  The buildings are the Marconi power plant 9006, the H-building 9010, section D of 9032, the Gate 1 sentry building 9093, the satellite tracking radar support buildings 9116 and 9162.  Reuse buildings in Diana site for displays and exhibits on Camp Evans history, Project Diana and space exploration for members and school group visits.  Use section D of 9032 for concept center to communicate to public historic value of Camp Evans and to encourage visitors to join Infoage membership.  Set up some of National Broadcasters Hall of Fame and Grabbe Computer Packaging Collection for visitor enjoyment.  Begin fund raising and fund generating activities as soon as possible to enable further work.

Phase III: Expand Center.

Time frame: two years. $733,750

Continue to develop center by rehabilitating buildings in good condition.  Create more flexible space for fund raising events, exhibits, member group activities, classrooms and workspaces.  Rehabilitate Marconi Hotel (9001), sections B, C and D of H-building 9011, Building 9029 and building 9034 to provide additional activities in order to develop larger membership and guest attendance.  Rehabilitate Marconi wireless operations buildings in near Shark River.  These two buildings will provide needed space for Township group meetings, classroom space for Shark River ecology lessons and laboratory space for local schools.  InfoAge will cooperate with the Township in managing these buildings and with the county schools in scheduling school group activities.

Phase IV: Center Expansion into H-Building 9036 and 9037.

Time frame: six months. $640,625

To further center programs and provide more rental space for member groups create more flexible space for fund raising events, exhibits, member group activities, classrooms and workspaces.  Rehabilitate H-buildings 9036 and 9037 as appropriate to satisfy membership and consortia organizations needs.  All of 9037 and half of 9036 were completely renovated in the 1980s.  New windows, doors, ceilings, electric service, communication lines and flexible non-bearing wall partition system installed during renovations will enable easy and low cost modifications.

Phase V: Complete Center.

Time frame: one year. $593,750

Complete the center and finish all basic rehabilitation work.  This will keep a reliable revenue producing activities in all historic buildings to maintain and preserve the Camp Evans Historic District.  The center will serve families and schools with educational activites that are historically compatible with Camp Evans past of engineering and science research.  Rehabilitate buildings, which are in poor condition, as appropriate to satisfy membership and consortia organizations needs.  These buildings are the fire station 9031, section A, B and C of the library building 9032, section A of H-building 9011, the telephone exchange building 9059, the small metal building 9098, and laboratory 9400.   At the time successful program offering can expand into these areas. Rehabilitate remaining buildings in worst conditions.

Projected total to fulfill Preservation and Architectural Plan:
$2,355,000  /  $2,775,000 includes sewers.

* This Preservation and Architectural Plan proposes to perform the basic work to preserve the historic fabric of Camp Evans while enabling a historically compatible reuse that will provide a reliable revenue stream for continued maintenance.  The Plan relies upon using what is in place to make the site enjoyable and safe.  Cost saving  volunteer labor considered where appropriate.   It does not include the complete renovation of buildings and installation of new heat and or additional air-conditioning systems unless an existing system is beyond repair.  Once revenue levels allow installations of additional systems or replacement of aging infrastructure or systems those items will be addressed.

B. Complete Camp Evans Historic District Rehabilitation Costs. *

1. Projection based upon cost per square foot ($50, $80, $120) selected with consideration given to condition of each major building: $9,323,430

2. Projection based upon $120-sq. ft. for each major building: $19,122,400
