FREDERICK M CARL - began the effort to save Camp Evans by transforming it into a Science Education Center in March of 1993 when its closing under BRAC was announced. An article in the Asbury Park Press carried the headline “Evans Likely to Fade in Oblivion”. With the backing of Wall Township he did research into the creation of science centers using the resources of the Association of Science and Technology Centers. He presented a plan to the Town which was included it in the Marconi Park Reuse plan in 1995.
Over the years he has visited over 25 centers to see their operation first hand. Reaching out to organizations with technology education and historic preservation programs he built a consortium dedicated to preserving Camp Evans as a Science Center. In 1998 the group incorporated as a not-for-profit named the Information Age Learning Center trading as the InfoAge Science-History Center. Also in 1998 Fred created a website for InfoAge at www.InfoAge.org. The site has grown to over 1,200 pages of information.
As Township historian Fred researched into the history of Camp Evans using existing works and materials found in the National Archives, Fort Monmouth, Stanford University, Princeton University and the Smithsonian Institution. He nominated and successful defended an application to create a 37 acre Camp Evans Historic District and have it added the National Register of Historic Places. Once on the Register he and his organization developed a complex application to the Historic Surplus Property Program. One approved by the NPS it paved the way for the transfer of the historic district to Wall Township for the preservation of the site and the creation of the InfoAge Science History Center.
With the help of Wall Township, Congressman Chris Smith, Preservation NJ, and the National Trust for Historic Preservation the organization met many challenges presented during the BRAC process. Fred has saved the effort to preserve Camp Evans and create InfoAge well over a million dollars in labor. He does this as a volunteer while maintaining his full time job.
In 2006 seven buildings and 17 acres were transferred to Wall. None of which were ready to occupy. Under Fred’s leadership InfoAge with the support of Wall Township and Monmouth County InfoAge replaced the roofs, installed new heat and added air conditioning to five buildings. Not a single building had working plumbing, now all but one do. Nine restrooms were restored to service. InfoAge has repainted the exterior of all WW2 and satellite era buildings and nearly entire interiors of six buildings.
In 2006 Fred was honored with one of the Russel Berrie Awards for Making a Difference. Also in 2006 Wall was given the distinction of being named New Jersey first Preserve America Community by Mrs. Laura Bush.
Fred and his fellow volunteers continue the work of restoration as they raise funds and establish educational science-history programs. In 2009 InfoAge was honored by the White House by the designation as a Preserve America Stewards. InfoAge was one of only eleven in the nation to be so designated. The organization is expecting most of the remainder of the Camp Evans Historic District to be transferred shortly.

MICHAEL T RUANE - is a Founder and the Chief Operations Officer of The James Thomas Group (TJTG) established in October, 2000.
An Emergency Management Planning and Operations specialist with over 30 years of intensive experience in the counter-terrorism, emergency management, and Weapons of Mass Destruction arena, he has written plans and conducted numerous mass casualty, hostage, terrorism and other exercises for Federal and local Government agencies. A graduate of Seton Hall University, Ruane’s civilian career has spanned the fields of plans, training and operations; human resources; and resource management; he is the recipient of numerous awards and commendations from both the public and private sector to include the Chase Manhattan Bank Outstanding Citizen Award and the Army’s Superior Service and Commander’s Awards and the Achievement Medal for Civilian Service.
Ruane served 30 years in the U.S. Army, Army National Guard, and Army Reserve and retired in 1993 as a Colonel. He had over thirteen years of command time at the company, battalion and brigade level including commanding two Infantry companies in Viet Nam. Ruane also wrote and conducted over thirty Command Post and Field exercises from Platoon to Division level, the most notable of which was a week long exercise conducted for the 187th Infantry Brigade to test the NATO warplan for the defense of Iceland. During the exercise conducted at Canadian Forces Base – Gagaetown, Ruane’s 112 trainer/evaluators worked with the Brigades 5,000 soldiers in this tightly choreographed highly visible exercise and unit evaluation. Among his over twenty awards and decorations are the Legion of Merit, Bronze Star, Purple Heart, and Combat Infantryman’s Badge.

STEPHEN T MAKRINOS - is a leading American scientist who has held various executive positions in the US Department of Defence, over a career that spanned 32 years. Stephen is currently Vice President and Chief Scientist for CACI Technologies Inc. In this capacity Stephen’s role is to support the Army’s Research Development and Engineering Centre (RDEC) at Ft .Monmouth, New Jersey, the Department of Homeland Security and several Federal and State Agencies in the USA.

M. CLAIRE FRENCH - Since 2002, M. Claire French has served as the Monmouth County Clerk. She was the Vice Chairman of the State Local Finance Board from 1996 to 2002, and presided over the Monmouth County Improvement Authority from 1986 to 1996. She served as both Mayor and as Committee member in Wall Township from 1979 to 1986. She is a former member of the Meridian Hospital System and currently serves as Chair of Meridian Hospital System's Government and Community Relations Committee. She is also a member of the Board of Directors of InfoAge Learning Center and of Central Jersey Blood Bank. She is active in many of the Chambers of Commerce located in Ocean and Monmouth Counties. County Clerk French served on both the Wall Township and Monmouth County Planning Boards and was President of her State Association of Constitutional Officials. She was a charter member of the Wall Township Foundation for Educational Excellence and was a former Regional Director for Bank of New York.

LOU LIFRIERI - As the Executive Vice President and Group Manager of the C4ISR Systems Group at CACI Technologies Inc., Mr. Lifrieri provides the technical, managerial, fiscal, and administrative leadership to a group of 475 engineers, technicians, and support personnel for C4ISR Systems prototyping development with annual sales of approximately $250M.
Mr. Lifrieri, as Director of NJ Operations, was the cornerstone of the successful transition of CACI support from Vint Hill Farms Station, VA to I2WD, Fort Monmouth, NJ in January of 1997. Mr. Lifrieri held various community board member positions to include Ft Monmouth local chapters of the AUSA and AOC professional organizations.
Mr. Lifrieri's prior experience includes 11 years with the Army in Military Intelligence, to include I2WD and its predecessor organizations. His military assignments included Systems Acquisition, Tactical, and National Intelligence environments.
Mr. Lifrieri's 30 year technical background concentrates on the design, integration, installation, operation, documentation, maintenance, testing, and upgrades of remoted RF collection, processing, and forwarding Intelligence and Electronic Warfare systems.
Mr. Lifrieri resides in Oceanport, NJ with his wife Linda, his daughter Keira and their son, Louis Michael.

RAY CHASE - is a long term member and trustee of the New Jersey Antique Radio Club (NJARC). Presently retired for 15 years, he worked for several technology companies in the New Jersey area after military service in the U.S. Marine Corps where he received training in radar systems and supervised several radar sites. His industrial experience encompassed a wide range of Military, Aerospace, Commercial and Medical electronic applications. Much of this work was in the management of Quality Assurance and Government regulatory compliance programs. He is a certified Quality Engineer by the American Society for Quality Assurance. His long term interest in radio and radar technology led to the acquisition of a sizable library of documentation relating to the history of those technologies. He also has a modest collection of antique radios as well as WWII era military electronic equipments. He was instrumental in establishing the Radio Technology Museum at InfoAge and has been a dedicated supporter of InfoAge almost from its inception.

BARBARA RUANE is a Founder and the President of The James Thomas Group (TJTG) that was established in October, 2000. In 2002, she began working full-time for TJTG.
She is a Department of Homeland Security Certified Weapons of Mass Destruction Instructor and a nationally certified Emergency Medical Technician. She has conducted numerous mass casualty, hostage, terrorism and other exercises for Federal and local Government agencies. Prior to founding TJTG, she had worked as a Management Analyst at Fort Monmouth and from 1997 to 2002 she was a Special Education Teacher in Long Branch, New Jersey.
Barbara is a native of West Long Branch and a 1997 Summa Cum Laude graduate of Monmouth University with a Bachelor of Science Degree. She also holds Associates Degrees in Education and Journalism from Brookdale Community College and attended the Justice Center of Atlanta where she received her certification in Mediation and Conflict Resolution.
Barbara has been serving as a Councilwoman in the Borough of West Long Branch since 2005 and is currently the Council President. She is the Chairperson of the Fire and First Aid Committee and a member of the Police and Finance Committees. She serves as the Community Block Grant representative and is on the Liaison Committee to Monmouth University. She is the Program Manager for the West Long Branch and Fort Monmouth Community Emergency Response Teams (CERT).
